As Cepasaccus says, this will almost certainly be a Security Coffer as would have been installed in a Branch Bank, hence the fixing bolt holes.
The folding handle of is of course to allow the safe door to close. The remaining puzzle is the large hinges but have been standard with Milner for all their Cash safes since the 1850s. Other makers Coffers usually have inside hinges to prevent obstruction but there’s no problem here having the thickness of the dial to be taken into consideration.
Locking in Banks usually by dual keylocks. Safes with this feature are referred to as Composite.
