Just a guess, but looking at them and their small size, combined with the tapered hole in the middle makes me think that maybe they are for holding a old window sash up. They had all kinds of crazy looking contraptions in the early days that were screwed to the side of the sash that would apply outward pressure to the window frame to hold the window up when in the open position.
