The Hi-Shear lock was made exclusively for military. While it was offered for sale to the public I doubt that they ever sold one. Long discontinued in favor of the new S&G lock they have been sold as surplus. That you have an operating key may add some value but I doubt that you could get much more than $50 for it somewhere like Ebay.
