L & f meter lock

I have recently acquired several brass padlocks manufactured by Lowe & Fletcher, for use on utility company meters, mid 20th century. (See Photos).
I believe the design of the hinge-down front plate was to entrap a paper, tamper evident “seal”, possibly bearing the company logo, prior to locking the hasp.
The lock mechanism itself is a rather crude 2 lever design, easily pickable.
I would be grateful of any info on the lock, seal or original key.

You are correct in the purpose of this lock. Many seal locks of this type are simple, low security designs as the security lies in the fact of it being apparant to the user that the lock has been tampered with due to the paper seal being broken.

The key should be easy enough to produce, the design of the seal maybe harder, however I seem to recall discussion of this type of lock before and someone mentioned having such seals.
