Your lock more than likely was made by the Fraim-Slaymaker Hdw Co., judging by the shape and the rivets. It was probably made between 1921-1930 in Lancaster Penn. It’s what’s known as a warded lock probably made to celebrate the end of WWI. Several diferent lock companies have made Victory padlocks in all different designs and shapes. Value on yours even with a working key is still only around $20-$30. Still a nice lock to have in any collection, thanks for sharing it with us. Mark
