Made by Mallory Wheeler or Eagle lock companys here in the US around the 20’s - 30’s. Pretty common and the example you show looks to have been invaded by the elements causing it to seperate at the seams. In good condition to a collector about a $35 lock, yours not much in the condition it appears. Hope this helps ? 🙂
