Looks like one of the numerous wrought padlocks made by Corbin Cabinet Lock Co. I see a #9951G in their catalog No. 38 dated 1928 which looks very similar:
wrought steel heavy case sherardized
malleable iron shackle sherardized
4 heavy secure tumblers; all brass interior parts
2 malleable iron, self-cleaning barrel keys to each lock
key blank no. 5431
weight per dozen 7-¾ lbs.
furnished regularly in 144 different key changes; can be made all alike or all different or masterkeyed all different.
Like all padlocks, could have a multiplicity of uses, key tag likely made by end user. The successor company, CCL Security Products, A Divison of The Eastern Co., is still in business today in Wheeling, IL.
