On that website they list these brass RR locks seperatly in another catagory called “Fancyback locks”. The one in question is made for the Pennsylvania RR by a now defunct manufacturer once located in PA. called FRAIM.

Value or worth is a hard call, even without a key, that lock should go for about $60(USD) to around $250(USD). The wide range is due to what a paticular person is willing to pay at a given point in time. Someone in the UK who merely collects antique padlocks will naturally be less inclined to pay as much as a guy that lives in Pennsylvania who LOVES railroads and has a personal liking for the P.R.R. Co. and does not have this lock yet!
FYI. That type of brass lock was made from around 1895 to about the late 20’s.
