Sistema Vetere padlock

Hi all. Does anyone have any information regarding this lock, I’m struggling to find much online, other than the one I have.
I’m not a locksmith, just a collector, but the key looks like it belongs in a small cabinet drawer, rather that one for with a lock with a ‘Grandes Medallas di Oro’ award. It doesn’t open the lock.
I would especially like to know what the key should look like and if there is a way to obtain one that might open the lock.
I’ve attached a document describing the Vetere System. This is from an AI so I don’t have the source or any evidence that it is correct. It doesn’t specifically mention padlocks so it may apply to other types of lock.
Any information at all you have about this would be appreciated.

The Patent document indicates that a double bitted key,similar to the key in the attachment, is required to operate the padlock.
