Some of the former Eastern Bloc countries also had quite strong manufacturing industries and the products were of similar styles and influence.
Your padlock certainly has the “Soviet-era Russian” look as wylk put it, but I would also add the possibility that it could be from Czechoslovakia, Romania, Hungary or Poland.
Regarding the markings being the price of the padlock permanently stamped on the case, I’m guessing too, but would think thats very unlikely, considering the incredible levels of inflation that many of those countries endured.
