I found few infos on the compagny who manifactured it….

ALL ALUMINUM wheels and steel frame, Vey Light
9mm thick x 65mm tall x 74mm lenth
23mm wheel diameter
The 3 aluminium wheels each have 10 Digits (0 to 9)
THE COMBINATION IS : 383
