The Safe Padlock & Hardware Co. of Lancaster, PA was in business from 1849-1959 when it was sold to the American Hardware Corp.* It was closed in 1981. I would say it is uncertain that your padlock was manufactured by this firm.

I has book of Padlock Collection as is said The Safe Padlock & Hardware Co. of Lancaster, PA (1849-1959) Acquired E.T. Fraim Lock CO. in 1955. Again just maybe someone else may come up with another company that manufactured this padlock.
