Now that is a nice padlock!! Being as how the keyhole cover has a hole in the end and the lock body has a corresponding hole, I would make the assumption that it’s a seal padlock. There would be a wire that is passed through the holes and crimped with a lead seal. To open the lock, the seal wire would have to be cut to allow the cover to swing out to insert the key. In one of your pictures there appears to be some writing on the key bow on the opposite side of the number, but I can’t make it out. It appears to be a very well made lever lock, probably from England or Europe in general.
