Help IDing this 4 leaver Padlock

Hi all, new to the forum. Found this site while looking for info on the net & impressed by the wealth of knowledge on here 🙂
I’m hoping someone can help me ID this padlock.

I bought this padlock at a local antiques fair at the weekend & I can’t find anything about it, not even the manufacturers mark.
There’s a mark in the bottom right corner - ‘CE’ with a crown in-between with a brass ID plate riveted above, with a number. The same number & ‘CE’ marks are on the key also.
It measures roughly 4 ½ Inches tall (117mm) x 2 ¾ Inches (73mm) The Key is 2 ½ inches (557mm) long.

I had never seen this particular padlock, and I knew of no company, British or American, that used the initials C and E. It piqued my interest, so I decided to attempt a little internet research. I think I found the answer. CE does not stand for the intials of the company, but the words customs and excise. I found a 2013 eBay listing for a HM Customs & Excise Crown Padlock made by J. Bates, Wolverhampton. The locks does not look like yours, but I believe it’s the same manufacturer. Hope this information helps.

Hi there, the info came in very useful, thanks 🙂 With it, I managed to track down the exact Padlock. The chap I bought it off must have had 8-9 of these in his box, bought it for £10. On ebay, they go for £50. Well chuffed🙁clap):
