That is a strange looking lock, I wonder if it’s not Europian or Asian. Where did you find it ? That might help in trying to identify it. The emblem almost looks like a comic book sultans hat. As to age, just guessing by the chrome bail and the paint (looks textured) and the brass key,I’de think it’s from the 1930’s to the 1950’s. But like I said that’s just a guess🙁nod):
