The padlock was probably made in India or that area.
With the past British influence there they try to recreate (sometimes very well!) locks made by British manufacturers. They also enhance the locks by adding things like ‘Warranted’ or ‘Bank Lock’; even using names like ‘Hopps’, making such locks appear similar to the high quality Victorian maker ‘Hobbs’.
