I’ve searched Webley and found nothing. I’ve searched West Bromwich and found Withers and Empire, so I searched both and found nothing that matches this one.
Looking for any information on the lock and/or safe.

I would be surprised if this safe had not been made by Samuel Withers (1855) who made safes under many badges, and who also acquired Cartwright, Perry, Hipkins and Phillips all of which were acquired by the Stratford/Tann group in 1967 with an order book for 2,000 cheap export safes.
Their standard lock in my time was known as the Bridge Lock and straightforward for a
2-in-1 pick.
