Your simplest and quickest solution is going to be to take them to the largest, longest established locksmith in your area and have them opened / keys fitted.
Or if you don’t mind damaging the cases :
Drill the rivet heads off the clasps

I’ve no idea if hardware stores sell kits, what I can be sure of is that 99% of the picks made that you might be able to source would not be effective on this type of lock, plus you still need to know what you are doing - a pick is not a magic key - it’s a tool, one that requires knowledge and skill to use correctly.
