Since turning the knob does not make it harder to turn the dial, it is not a direct-entry fence. I am not a safe tech, and I don’t know the S&H lock specifically, but I would assume it is a spring-loaded lever fence, or possibly a gravity loaded fence, although gravity loaded fences often do bind the dial when tension is applied to the boltwork via the handle/knob.
The lack of numbers between zero and twenty suggest this too - that area of the dial presumably including where the lever nose drops into the drive cam gate - hence 0 to 20 being a forbidden zone for the last number.
If you aren’t familiar with safe terminology, and the above doesn’t make sense, don’t worry about that, read on -
I would have thought the locksmith you called would have tried this, but try entering the combination as follows :
Turn the dial left (counter-clockwise) passing the number 58 three times, and stopping at it when you reach it the fourth time.
Turn the dial right (clockwise), passing the number 80 twice, and stopping at it when you reach it the third time.
Turn the dial left (counter-clockwise), passing the number 28 once, stopping at it when you reach it the second time.
Now slowly turn the dial right (clockwise), and hopefully it will come to a stop(ie stops turning), probably at 0.
If this happens, you should be able to turn the other knob and open the safe.
If this doesn’t work, try doing the same proceedure as above, but run the combination in the opposite direction : start by turning the dial to the right, passing 58 three times and stopping at it when you reach it the fourth time, then turn dial left, passing 80 twice, stopping at it when you reach it the third time, turn dial right, passing 28 once, stopping at it when you reach it the second time etc.)
Finally if this doesn’t work, try the same proceedures above, but using numbers slightly off the actual numbers, such as 56,78,26 and 60,82,30.
