Odd - externally it looks vaguely British, but isn’t actually like a British safe- the sort of thing a foreigner might make, if they were seeking to make a safe that looked British.
from the dragged paint decoration I would guess wildly at 1920, but with the sort of locking option (although not actually similar) that the Italians did much better, much earlier.
i suspect a small independent Italian manufacturer went “hey, I could make a safe like this”…and then struggled to find purchasers. Not very secure and not small enough to take on a cruiseliner I think.
