I haven’t seen one of these before. Can anyone identify it and its purpose?

Does it actually cut? Years ago I remember seeing a keyring novelty in the form of a key with a folding blade, like a penknife.
I also have plastic one with a tiny push-out snap-off blade like a miniature craft knife.
